Are those electric riding carts that you find in stores difficult to steer?

I was just wondering because I was in a store with my baby in a stroller. As I was browsing at merchandise in an aisle, a man in one of those electric carts (that the store provides) rolled up extremely close to me. So I umed that maybe he wanted to look at some of the merchandise that was in front of me. So I kindly moved down the aisle a bit to allow him access. Again, the man shoved his electric riding cart right close up against me nearly touching me with it. So I finally asked him if he needed istance and he rudely stated that he wants to get ped me and my baby. As a result, I pushed the stroller aside to allow him to p and go on his way. But what perplexed me was why he didn't just go around me and the stroller when there was plenty of room to go around us in the aisle. Are those electric riding carts really difficult to steer? Your help in answering this question is greatly appreciated.
