What can i do about this idiot in this truck?

I live in a private develoment my house is right infront of the a turn around i have a reckless driver that comes up at a very un safe speed and does burnouts or donuts i have put two large rocks in the middle of the turn around but this guy still does it i have yelled at him to stop but he always takes off down the road real quick. this would not be a big deal but my 7 yr old niece plays up there sometimes an adult is always up there with her the guy in the truck has not come up yet while we have been up there with her i hope it doesnt happen because im at the point of fighting. My grandfather is a police officer not in the county where i live but he said the cops will probley not do anything given that it is a private road. Please give me some answers back as to what i can do about this
