How were the actions of Europeans fleeing religious persecution inconsistent with their beliefs?

Most Europeans who fled religious persecution ended up setting up their own areas where others who were not of their brand of faith then became the persecuted. They followed in the exact footsteps of those who persecuted them. This was not consistent with their belief that all should have the right to practice whatever religion they wished.
