How long will felt paper last without shingles?

i got alittle ahead of myself last year and peeled a section of my garage roof off to the decking. its six crazy layers of ridiculous garbage and is 2nd or third on the repair replace list. its been covered by blue tarp 6 months, now spring is coming, its driving me crazy blowing around, and i still cant get the new roof financed. question is - if i tear off the rest of the roof and put up 30# felt paper, who thinks it will make it till mid summer when i can get the shingles up? i bought the felt last year. im in wheeling wv, we have average spring rain and wind. any advice appreciated.
